Summary

  • Add a tracked review-gated PR queue handoff under docs/en/.
  • Record the current master PR queue that is green but blocked by required review.
  • Make the safe next-action policy explicit for future agent sessions.

Queue handoff coordination note: this documentation PR intentionally records the review-gated queue state, but the active decision point is tracked in #272.

Please use #272 for the queue-level resolution: either obtain an eligible approving review path or record explicit one-time repository-role bypass authorization. Until that decision exists, this PR should remain frozen with the rest of the queue.
