Resolve review gate for blocked master PR queue #272

Context

The current master PR queue is implementation-complete and CI-green, but it cannot advance because the active repository ruleset requires a human approving review.

Current affected PRs targeting master:

Latest queue check on 2026-05-14:

  • Each listed PR is MERGEABLE.
  • Each listed PR has mergeStateStatus=BLOCKED and reviewDecision=REVIEW_REQUIRED.
  • Each listed PR has no latestReviews and no reviewRequests.
  • The repository branch ruleset default-main requires required_approving_review_count=1.
  • bd ready --json is empty, so there is no unblocked implementation task to start from the current Beads queue.

Decision Needed

Pick and execute one explicit review-gate path:

  1. Request/obtain a valid approving review for the blocked master PR queue.
  2. Add an appropriate reviewer/collaborator/team so required reviews can be completed.
  3. Explicitly authorize the maintainer to adjust/bypass the ruleset for tracker/docs-only PRs.

Acceptance Criteria

  • A concrete review owner or ruleset decision is recorded.
  • PR Document review-gated PR queue handoff #271 can be merged without violating the chosen policy, or the policy is intentionally changed and documented.
  • After PR Document review-gated PR queue handoff #271 lands, the remaining master queue can be processed in safe order without starting blocked implementation work out of sequence.
  • Beads status is updated so future agents do not treat this as a code task.

Non-goals

  • No product code changes.
  • No admin bypass unless explicitly authorized by the maintainer.
  • No whiteboard implementation or stacked PR merge out of order.
  • No changes to branch/ruleset policy without an explicit recorded decision.
