Add additional permissions when Microsoft.Insights/components/read detected

Description

Due to the issue mentioned in hashicorp/terraform-provider-azurerm#27961 (comment) , when missing permissions of 'Microsoft.Insights/components/read' or 'Microsoft.Insights/components/write' are detected, can the utility automatically add correponding permissions mentioned in the github issue, i.e. either 'Microsoft.Insights/components/currentbillingfeatures/read'
