Compilation fail due to use of lib64 folder as install path in place of lib in some machines

          I reopen the issue because here in Rome I've seen many fails of the yambo compilation due to a fail of the compilation in the NETCDF libraries.

Among other reasons, some systems install the libraries inside the lib64 folder instead of using the lib folder

The issue has been fixed for some libraries

• hdf5
• netcdf
• netcdff
• iotk
• libxc

to check if other libraries are affacted

Also lapack and blas are affected
