Some relevant context, there is no environment variable which provides the exact profile name: rust-lang/cargo#11054

Also from https://doc.rust-lang.org/cargo/reference/environment-variables.html (so the existing condition profile == "bench" can actually never be true):

PROFILE — release for release builds, debug for other builds. This is determined based on if the profile inherits from the dev or release profile. Using this environment variable is not recommended. Using other environment variables like OPT_LEVEL provide a more correct view of the actual settings being used.

So, in order to forward custom profile names like "release-small", it is necessary to parse the profile name from the OUT_DIR variable (and there is a corner-case for the "bench" profile, which uses "release" as output directory).

OK. I understood why did I previously failed to copy libstdbuf from release-small dir. I was surprised that GNUmake was broken for many times with the profile.
