writeAttributes

Couple of issues with writeAttributes:

• The specification defines the observe interval in seconds, not milliseconds as used by this library

• The writeAttributes function does not set the uri-query bit correctly. Please see: Lokomojo@7674a35

(Note I haven't done the client-side, I found this inconsistency while working with wakaama).
