fix(tree): Switch from --depth public to --edges public#16081

Some packages had their `(*)` removed in this change. This is because we skip `(*)` if, at the time of printing, we don't think there are dependencies. `--edges` get filtered before printing, removing some `(*)`. `--depth` gets filtered while printing, leaving `(*)` in place.

What does this PR try to resolve?
publicis describing the edges, rather than the nodes, unlikeworkspace, and is a better fit for--edges. It's likeno-proc-macroin being a filter over other edge kinds.See also #6129 (comment)
Note that this drops some
(*). That gets added if a node is seen twice and there are dependencies. The "are there dependencies" check happens after filtering for--edgesbut before filtering for--depth, causing inconsistent behavior.How to test and review this PR?
