[Bug]: New Share to Local User Does Not Trigger Email Notification (sharebyemail)

Bug description

When creating a new share with a local user, the expected email notification about the new share is not sent. This issue affects communication and usability, as users rely on these notifications to be informed about new shares.

Steps to reproduce

1. Have two users: Alice and Bob.
2. Alice creates a folder.
3. Alice shares the folder with Bob.

Expected behavior

Bob receives an email notification about the new share.

In Nextcloud 29 the above steps to reproduce would trigger the notification shown in the screenshot. That's not working in Nextcloud 30.0.4.

Pb belong in oc_preferences !
Only notify_email_file_changed is set, not created, deleted, etc.

Default value are not set !

It's an urgent bug
