`pr-body.md` is a generated workflow artifact written by the `npm-audit-fix` workflow and used as the PR body. It has no copyright and doesn't need a license header — adding it to the CC0 annotations block in `REUSE.toml` fixes the failing `reuse-compliance-check` on bot PRs like #2541.
The same fix was applied to `master` directly and to `stable34` via #2622.
