Organize github copilot instructions

📌 Summary

This PR organizes the existing .github/copilot-instructions.md into a new instructions directory with the following subsections

• languages
  • Language specific guidance
• directories
  • Guidance for each directory (components, showcase, etc)
  • Each directory has its own generic .context.instructions.md file and more specific instruction files
• workflows
  • Instructions for particular tasks. Ex: Adding a changeset

The copilot-instructions.md file was updated to provide more general context and to reference each of these new instructions files.

Note: The organized content is only what was present in the existing instructions file. There are still many gaps of content that can be added in future efforts.
