Please allow passing in the Octokit base url

By default, Octokit points to https://api.github.com/. For Enterprise, you must explicitly set the baseUrl to your instance's API endpoint.

Format: https://[HOSTNAME]/api/v3 (for GitHub Enterprise Server).
