Trying uv in CI context, next step is to use in Docker as well
Checked 2 data points only, but seems to be accelerating the python-setup backend by about 30 seconds. From ~70 to ~30 seconds.
Another data point check here on the docker dev image build, looks like we save ~10 minutes or so
