[Bug] Update notification appears when no update is available

Bug Description
Claude code keeps telling me an update is available when one is not.

I hate this bug so much.

• DISABLE_AUTOUPDATER: "1" is set in ~/.claude/settings.json
• I've also exported that ENV in all my zsh windows
• brew upgrade claude-code reports it's already up to date
• The banner persists across restarts/terminal kills
• The developer wants to re-enable Urkel the octopus and kill that motherf*cker in vengeance
• Claude code version 2.1.92
• Mac Tahoe 26.4
• Frustration 8.987
