Do not suggest Arcane Surge Support for skills that only spend life

With no sources of obtaining arcane surge other than support, every life-spending build (and they are quite popular nowadays with lifestacking) has Arcane Surge Support showing up in the link suggestions as one of the best supports to use.

Obviously, you can only gain arcane surge when spending mana (unless you have other sources available, like for example arcane surge from zealotry watcher's eye or Hierophant ascendancy), but without them active in your build, arcane surge should never appear as a damage increase for life-spending builds.

In short, it appears POB is incorrectly assuming that every skill can gain Arcane Surge buff from the support.

If no other sources of gaining arcane surge are available, Arcane Surge support should never appear as suggested damage booster for your life-spending skill.

Main issue here is that we don't have a good way to track the source of the Arcane Surge buff. Only reasonable way to do this would be with DisableBuff but then ManaCost is calculated too late for this to work.
