3.28 had a few buff/nerfs to unique items and changes for Harbinger uniques (see: https://www.pathofexile.com/forum/view-thread/3913392#harbingerremovedasacoreleague , https://www.pathofexile.com/forum/view-thread/3913392#uniqueitemchanges )

Numerical adjustments, unavailable uniques should not appear in the unique list.
