How to reproduce the issue

Path to an jewel socket, make small cluster jewel (ive been making 2 passive magebane, second skin) and drag to socket - poof

2 passive small clusters are not possible, fixed by #8280

you are absolutely right, i mistook them for mediums. Been a minute since I built my own build.
