Clare and I were having a discussion and think that the description is still open to interpretation. Adding some example data would remove the ambiguity. Do we have an example to hand?
I interpret the guidance to recommend 'tidy data' format. For example, see here: https://r4ds.had.co.nz/tidy-data.html
This is the same approach recommended by the DKAN open data platform as well as the NHS-R blog
