Adds .NET 8.0 target.
Since
BinaryFormatternow throws an exception (see https://learn.microsoft.com/en-us/dotnet/core/compatibility/serialization/8.0/binaryformatter-disabled) this removesFEATURE_SERIALIZATIONfeature symbol from the target. Added__getnewargs__extensions to primitive types to allow some serialization viapickle.
