Implement Context Values

Blocked on Flagsmith/flagsmith-engine#235.

• Support Evaluation Context
• Support JSONPath
• Implement a single getFlags interface for the engine
• Modify the interface for offline handler to consume an evaluation context, instead of the environment document

This will require a major version of the SDK as we are making a breaking change to the offline handler implementation.
