test(internal/librarian): refactor TestToSidekickConfig to use testdata dir (#3781)

Instead of creating temp test folders, use testdata dir for sources when
needed (for service config and title override).
Also separated test into TestToSidekickConfig and
TestModuleToSidekickConfig to simplify test logic.

Fix #3753
