chore: downgrade hugo-bin version to 0.141.2 in package.json and pnpm-lock.yaml

- Reverted hugo-bin from 0.143.7 to 0.141.2 to address compatibility issues.
- Updated default hugo_version in GitHub Actions workflow to reflect the downgraded version.
